While the Soviets abhor mines for the effect they have on civilian populations, the Politburo still feels that the benefits of a minefield can definitely be had without the side-effects. Looking to their beloved Tesla technologies, the Soviets decided that to deny ground to the enemy, they would make sure that their mines did not kill any civilians in the area.
The Tesla mine is just a massive battery looking for a contact to send its voltage through. Though infantry stepping on the mine will feel, in the words of one Scottish peacekeeper, "A bloody kick from a mule", vehicle circuits are overloaded and automatically shut down. As the crews attempt to try and repair the damage, the Soviet Union's forces close in for the kill, or fall back to fight another day.
Though exactly what the Politburo is looking for, the mines have a limited effectiveness. The batteries powering them last only a few hours before the chemicals inside are exhausted.
