If you can gauge what the Allies fear the most, the Imperial infiltration of androids into positions of power would not be far below the possibility of a communist dominated world, or the exit of the United States from the Allied Nations. Despite this fear, however, the Empire's bunraku can't just focus on Allied high command.
That's why the Empire often "replaces" all walks of Allied and Soviet life with such creations.
Though rather expensive and managed by AI instead of human controllers, such androids are able to inform on everything from enemy deployments to economic conditions. With dozens of androids inside each major power bloc, the shogunate decided that the rather embarrassing incident with the Ackerman bunraku couldn't be repeated. So, while a bunraku can relay information back to the Shogunate intelligence forces, no longer does the Empire order the robots to make changes within its government or military.
